Children who are Dual Language Learners acquire two or more languages simultaneously, as well as learn a second language while continuing to develop their first language.

For dual language learners, a program must recognize bilingualism & biliteracy as strengths & implement research-based teaching practices that support their development.

Family Language Survey

CSPP contractors are required to use the Family Language Instrument to identify dual language learners & report data to the California Department of Education (CDE).

Staff will conduct the Family Language Instrument or obtain English learner designation documentation upon enrollment.

Staff will conduct the Family Language & Interest Interview for any children identified as a dual language learner within 30 calendar days of enrollment.

Environment & Materials

Effective environments for young dual language learners are intentionally designed to make dual language learners feel welcome, safe & secure. To best meet the needs of dual language learners, here are are few things to consider when creating the classroom environment & selecting materials:

  • Include visual aids such as pictures, photographs, toys & picture books that encourage hands-on learning & peer interaction

  • Incorporate cultural artifacts & educational materials that reflect the cultures & home languages of the children and families

  • Provide safe havens where children are not required to speak

  • Establish consistent, predictable routines & procedures

  • Provide spaces for children to interact in small groups & one-on-one

  • Create spaces where teachers & other adults can interact with dual language learners individually & in small groups

  • Make clear signs & explicit picture cues for interest areas & schedule

Cognates

Cognates can be a effective tool for helping ELL’s learn vocabulary. Cognates are words in two languages that share a similar meaning, spelling, and pronunciation. 30-40% of all words in English have a related word in Spanish.

Encourage Families

Encourage families to use their home language with children from birth.

Many families worry that using their home language will confuse their child or make it difficult for them to learn English.

Help parents understand that children can learn more than one language at the same time.

School readiness & school success for children who are dual language learners are tied directly to mastery of their home language.
